Steps to replicate:

Make the page full-screen.
Increase text size until not everything fits on the screen (see image below).
Place cursor on the right of the page.
Scroll down.

You can't see the scroll bar, as it's hidden, so you can't see why you can't scroll down.

Suggestion

Just put a normal scrollbar in there.
